GreenBrook Appointed ECI Contractor for Katoomba Village | Shopping Centre Refurbishment NSW
GreenBrook has been appointed as Early Contractor for the refurbishment and repositioning of Katoomba Village, located at 30–32 Parke Street, Katoomba NSW, for Precept Property Partners.
This appointment continues our relationship with Precept Property Partners, following our work together at HomeCentre Kelso – a further demonstration of the confidence repeat clients place in GreenBrook to deliver complex retail construction within live environments.
The works involve a staged upgrade of the Coles-anchored centre, including common mall improvements, new landlord-delivered kiosk warm shells, refurbishment of the existing amenities, replacement of the escalator balustrade, and preparation of a vacant tenancy warm shell – all to be delivered while the centre remains fully operational
During the ECI phase, GreenBrook will coordinate consultant engagement, undertake site investigations, develop a staged construction methodology suited to a live retail environment, and provide progressive cost planning. The works are being progressed under a Complying Development Certificate pathway, with the project transitioning to a Lump Sum Design and Construct contract following design completion.

Frequently Asked Questions
What is Early Contractor Involvement (ECI) in construction?
Early Contractor Involvement (ECI) means engaging the builder at the design stage – before construction begins – to provide buildability input, cost planning, and risk identification. This approach reduces surprises during construction, protects the programme, and typically delivers better cost certainty for the client. GreenBrook operates an ECI model across commercial and retail construction projects in NSW and Victoria.
What is shopping centre refurbishment and why does it require specialist contractors?
Shopping centre refurbishment involves upgrading an operational retail centre – including common areas, amenities, tenancies and base building services – while the centre remains open and trading. It requires specialist staging methodology, careful coordination with anchor tenants, and experience managing construction within a live public environment. GreenBrook has delivered retail refurbishment projects across NSW for clients including Precept Property Partners and Home Consortium.
What is a Complying Development Certificate (CDC) in NSW?
A Complying Development Certificate (CDC) is a fast-track planning approval pathway in NSW for works that meet specific development standards. It is assessed and issued by a private certifier rather than going through council, which can significantly reduce approval timeframes. GreenBrook works with clients and their consultants to identify and protect the CDC pathway on eligible commercial and retail construction projects.
